If you go to Modthesims the skin tones you find there aren't actually individual skins you use for your sim, rather they replace the default look of the maxis made skin. However, once again the Sims 3 exchange isn’t well regulated when it comes to custom content so if you wanna get CC from there, you’ll have some fun. When you download stuff from the Sims 3 exchange it’ll download into your launcher as a Sims 3 package file. Find Sims 3 cc in SimsDay. Artists' share photos and custom contents here. Find friends, and even find amazing artists here. Right now they all are in the downloads folder (Documents\Electronic Arts\The Sims 3\Downloads), but they don't seem to appear in either the launcher or the game itself.
